要旨／Abstract

Currently, there is a steady accumulation of urban park “stock,” demanding effective utilization and collaborative maintenance management with the community. Particularly in rural cities, the surplus of park stock poses a challenge to park maintenance and management.

In such a situation, citizen engagement is considered as one approach to park maintenance and management in urban parks. In the case of Kusatsu River Park in Kusatsu City, Shiga Prefecture, which is the focus of this study, various programs facilitated by citizen engagement have already been conducted. Even six years after its opening, the park continues to thrive through the active involvement of the local community.

However, while such examples of stock utilization are observed, they are not as common in rural cities. Given this context, the objective of this study is to examine the elements contributing to the sustained citizen-driven maintenance, operation, and community activities at the current Kusatsu River Park. Furthermore, we aim to explore the feasibility of applying this citizen-engagement park model from Kusatsu River Park, which serves as a model for major cities, to rural areas.
