要旨／Abstract

In accordance with the Cultural Heritage Protection Act (Law No. 18859), development within a certain distance(usually 500 meters) from the outer boundary of a cultural heritage(protection) zone (historical and cultural environment preservation area) must obtain permission in advance.

At this time, the permitting authority makes various efforts, such as introducing a the limit of changing current state and operating a cultural heritage committee, to create a pleasant and harmonious historical and cultural landscape on the premise that the development action does not affect the preservation of cultural assets.

Nevertheless, it is a reality that development actors generally prioritize economic benefits, and it is unclear what procedures to implement and what efforts to make to create a pleasant and harmonious historical and cultural landscape.

Therefore, this study prepared to propose a method for creating a historical and cultural landscape through the process of deriving a development plan for a specific site by preparing a process for preparing a development plan considering the tangible characteristics of cultural properties and location conditions(development conditions).
